

Community Infrastructure Goals and Objectives

Provide reliable and safe water supply and wastewater systems for the community that protect the quality of ground water. Provide for solid waste disposal services and prevent illegal dumping on the reservation. Ensure the safe condition of roads and pedestrian sidewalks, paths and trails. Increase and maintain the supply of housing on the reservation and eliminate substandard housing conditions.
Community Infrastructure Objectives
Water and Wastewater Systems
Expand the water and wastewater systems via IHS block grant programs.
Establish a wellhead protection program to manage outdated and unused wells.
Maintain an inventory of wells, their condition and their locations.
Establish a Tribal Utility Department permit system for new wells and septic systems.
Conduct annual testing of water system wells for nitrates and pesticides.
Test domestic water systems for Safe Drinking Water Act compliance.
Install water filtration systems available through IHS for new community water systems to filter out iron and manganese.
Solid Waste Disposal
Update the Solid Waste Plan.
Develop an Illegal Dump Closure Plan to assess the cost of illegal dump cleanup and alternative strategies to eliminate the problem.
Develop a community education program on the effects of illegal dumping.
Assess mill site cleanup documentation to determine if further testing is needed.
Transportation
Update the Transportation Plan in coordination with the Indian Reservation Roads program.
Provide for public transportation, bicycle and pedestrian paths in the plan.
Reestablish and maintain the traditional system of trails.
Housing
Develop a broad range of housing opportunities for RVIHA Indian families.
Construct new rental and home ownership housing.
Provide home ownership opportunities for RVIHA tribal members.
Renovate/rehabilitate substandard homes of RVIHA tribal members that do not meet current housing market standards and health regulations.
Provide innovative and flexible rental assistance programs for RVIHA tribal members in order to expand the range of housing opportunities.
Acquire land as necessary.
Maintain the existing 1937 Act housing stock.
Maintain a maintenance department for operation, maintenance and modernization of 1937 Act housing stock.
Coordinate and monitor housing services through the Maintenance Department and the Resident Housing Manager.
Operate and continuously refine the local maintenance program to ensure that all sites meet HUD regulations and TDHE policies.
Provide housing services.
Provide family services such as counseling, financial management training, home care and maintenance training as well as referral for employment and career training/opportunities.
Through the Building Horizons Program, provide during-school and after-school youth programs such as tutoring, mentoring, leadership training, cultural activities, athletic and recreational opportunities to enrich students in body, mind and spirit.
Continue Crime Prevention, Neighborhood Watch, Housing Security and safety programs. Improve and maintain ongoing relations with the Round Valley Indian Tribal Police and the Mendocino County Sheriff’s Department to enhance community safety and well being.
Provide temporary relocation services to families in need of housing to address homelessness and for emergency purposes such as domestic violence, health and safety issues.
Construct a community center and recreational facility.
Provide a modern and spacious facility for community gatherings, community dining, nutrition and cultural activities.
Provide a modern facility for recreation, exercise, fitness and athletic activities.
Periodically review administrative office, maintenance facility and physical plant condition.
Rehabilitate, modernize, and expand administrative offices, maintenance facility and physical plant as necessary to keep in good repair.
Construct a new RVIHA Administrative Office and Maintenance Facility.
Plan for the construction of a new Administrative Office building, maintenance facility and force account lay down yard.
Plan for the reuse of the existing facility to maximize RVIHA housing services, training and meeting facilities for residents.
